The SEER analyze how Azerbaijan develops, manages, spends and report on it justice budget to provide justice-related services, and the likely cost of implementing key reforms and modernization actions planned or under way. In addition to financial resources, the SEER cover the management of human, information technology and physical recourses and assets in the justice sector. The reports will cover human capital-related management issues to identify institutional strengths and dysfunctions and develop short-and medium-term recommendations to strengthen the management of Azerbaijan’s financial, human, physical and IT recourses in the justice sector. The recommendations focus on improving efficiency, transparency, and accountability in justice sector service delivery.
The objective of this assignment was to:
- Making available the required personnel in the necessary quantity as provided at the right time and providing required information about its experts
- Providing administrative assistance, backstopping and substantive input to Contractor for successful implementation of the Project
- Executing professional backstopping of its experts (including briefing and preparing taking out any mandatory insurances in accordance with the legislation of Azerbaijan, support to reporting, paying )
- Institutional and functional review of the justice sector in Azerbaijan
- Analysis of expenditure levels and composition in the justice sector
- Performance measurement and management of the justice sector in Azerbaijan
- Budgeting, procurement and financial management review of the justice sector in Azerbaijan
- Review of physical, human and IT resources management in the justice sector in Azerbaijan
